
Introduction & Legal Basis
The Seafarers’ Welfare Fund Society (SWFS) works under the Ministry of Ports, Shipping & Waterways through the Directorate General of Shipping (DGS). The government created this body to support Indian seafarers and their families with financial and social security. The Director General of Shipping chairs the Committee of Management, which supervises all schemes.
SWFS directly provides multiple welfare schemes. These include survival benefit, invalidity benefit, maternity benefit, old age benefit, family benefit, ex-gratia assistance, and new 2025 initiatives. Therefore, it plays a crucial role in protecting the livelihood and dignity of seafarers.
Circular No. 39 of 2025
In September 2025, DGS released Circular No. 39/2025 to update welfare schemes. The notice emphasized that seafarers or their families must submit applications only to SWFS. Furthermore, the circular introduced new categories, improved amounts under survival benefits, and clarified eligibility conditions.
In June 2025, DGS also issued a draft notification suggesting restructuring of schemes. It included proposals for:
- Death on Board Benefit Scheme (DBBS)
- Ex-Gratia Support Benefit Scheme (ESBS)
- Award to Meritorious Child of Seafarers (AMCS)
Thus, 2025 became a turning point for SWFS reforms.
